A strategic alliance to modernize the Andalusian Administration
The Temporary Joint Venture (UTE) formed by Soltel and Accenture has been approved under a Framework Agreement to provide IT infrastructure services and Cloud solutions to the Digital Agency of Andalusia (ADA). This collaboration aims to modernize and digitally transform the information systems of various departments and sectoral bodies of the Andalusian Regional Government.

Main services provided by the joint venture
Comprehensive management of infrastructure and information systems
The joint venture will be able to to ensure the proper functioning of current and future infrastructureincluding data centers, communications and IT services. Key teams include:
- 24x7 Active Control Team, which includes monitoring, observability, and continuous automation.
- Platform management teams in data centers and cloud, specializing in IaaS, PaaS and SaaS models.
- Security Operations Team, focused on the detection and remediation of vulnerabilities.
- Value-added services provision unit, such as DevOps and hybrid cloud migration.
Cloud services and migration to NCJA
The joint venture would be authorized to implement a progressive migration plan to the cloud of the Junta de Andalucía (NCJA). To achieve this, strategies such as Re-host, Re-platform y Re-architect, depending on the needs of each system.
These processes rely on a structured methodology based on the 7Rs of cloud migration, which allow for scalable and secure integration with cloud-native services.
Automation and artificial intelligence
One of the most outstanding added values is the creation of a team specializing in automation and AI, whose tasks include:
- Implementation of automated workflows with ITSM tools.
- Development of RPA (robotic process automation).
- Classifier training machine learning.
- Integración de assistants with generative artificial intelligence (GenAI).
Transformation of the digital maturity of organizations
Furthermore, this homologation of the Framework Agreement incorporates a specific service to raise the level of digital maturity of each Ministry or agency, which would start with an initial audit to:
- Implement common management tools.
- Migrate data between platforms.
- Train technical staff.
- Ensure continuous improvement.
Agile methodologies and international standards
To guarantee the quality and efficiency of the service, the UTE uses widely recognized methodologies:
- ITIL4 for IT service management.
- PMP and Agile/Scrum for project management.
- DevSecOps for security integration from the start of development.
Tools and technologies
The joint venture leverages both the tools already implemented at the ADA and additional open-source or proprietary solutions. These will be organized as follows:
- Strategic toolsfor governance and planning.
- Tactical tools, for service management.
- Operational tools, for technical administration.
- Cross-functional tools, common to all areas.
A scalable and adaptive service model
The organizational model designed by the joint venture allows the service to be scaled to more organizations progressively. It is also capable of adapting to different levels of technological maturity and to a high heterogeneity of information systems.
