DICIREG: From books to electronic records

registro civil diciregDICIREG It is an information system that implements the Electronic Civil Registry, in compliance with the Law 20/2011 on the Civil Registry, this represents a transformation of the previous Registry management model under the old 1957 Law. It provides an electronic registry, in which computer entries are made; it organizes publicity and attests to the facts and acts of civil status, and provides a management and processing environment for Civil Registry procedures in line with the current regulatory framework of administrative procedure and legal regime of the Public Sector.

 

What is DICIREG?

dicireg logotipo DICIREG (Digital Civil Registry) is the plataforma adaptada al nuevo modelo de Registro Civil, on which the files are processed by electronic means, all facts relating to persons who must access the Registry are registered, the publicity of the registry information is organized in digital format and the electronic access to it is made possible, with respect to the citizen, through their electronic identification.

The main changes brought about by the entry into force of Law 20/11 are based on:

  • Prioritize each individual's history by creating a “individual record" of each person from the first registration carried out on them, assigning them a personal code that, based on interoperability standards and in connection with the systems of the National Police, will be linked to that person's ID card.
  • Civil Registry unique for all of Spain, computerized and electronically accessible, whose main objective is to exempt citizens from the burden of having to go in person to the Registry offices to carry out any procedure.
  • Record electronic, in which computerized entries are made, which organizes advertising and certifies the facts and acts of civil status. From this conception, the use of the electronic signature.
  • Data protection guaranteeing privacy. The electronic nature of the Civil Registry does not compromise the privacy of the data it contains. The key point is that the protected data belongs solely to its owner, and only they can authorize its disclosure to third parties.

 

Differences between INFOREG and DICIREG

The old INFOREG system allows the computerized management of registry entries and is accompanied by physical books constituted as an orderly juxtaposition of loose sheets, completed by transferring computer forms and using foliated support, with a signature in the conventional way and adding them together to form a book that is bound.

Therefore, DICIREG goes beyond what an application for registering seats and issuing certifications is, like INFOREG used to be., since it is also the tool that allows:

  • The application registration.
  • The processing of files.
  • Interoperability with external agents.
  • The submission of documentation in electronic format.

 

DICIREG is sensitive to the diverse nature of its archive (manuscript books, INFOREG database, digitized images, electronic records) and It includes all the necessary functionality to access this file in a simple and integrated way for both citizens and civil registry officials.

 

DICIREG as a Justice 2030 project

justicia 2030The implementation of this new tool is part of the projects that the Ministry of Justice is prioritizing in the model of Justice 2030, with the overall objective of transforming the Public Justice Service to make it more accessible, efficient and contribute to the common effort of cohesion and sustainability.

SOLTEL is one of the companies collaborating with this project since 2022. We carry out the training, change management and implementation of this new system, which involves the coordinated execution of numerous actions in the regulatory, organizational and technological fields, as well as collaboration with multiple agencies and regional administrations.

Of all the judicial districts that make up the Spanish judicial system, SOLTEL is responsible for the execution of this project in 151, that is, all those that make up the autonomous communities of:

  • Region of Murcia.
  • Castilla La Mancha.
  • La Rioja.
  • Andalusia.
  • Canary Islands.
  • Ceuta.
  • Melilla.

The deployment of implementations is carried out by a team of More than 20 people specializing in digital justice and in training and change management. The project is being carried out across the entire country simultaneously, with coordinated and phased implementations. It is expected that by the end of 2025 the entire national territory will be equipped with this new system.

One of the challenges of this project is that it combines the work with personnel and resources of the Justice Administration with those of the Local Entities, since most of the Collaborative Offices of the Civil Registry are located in the Town Halls.

 

Soltel and the Digital Justice projects

Besides, SOLTEL participates in other projects, both in the Administration of Justice and in Local Entities:

  • Installation and training in THEMIS for the transcription of recordings in Courtrooms of the Autonomous Communities of Valencia and Andalusia.
  • Projects of Cybersecurity for the judicial network of Andalusia, both perimeter and of the workstation.
  • Digital City Hall Model (MAOD): Consulting, configuration, training and implementation of electronic procedures in the municipalities of the province of Seville.
  • ELEX: Case management for law firms and integration with other tools and systems such as Lexnet, Microsoft Office 365, Port@firmas, etc… in addition to the use of artificial intelligence in jurisprudence to process the information of the documents entered into the system.
  • Procedural Advisory Service for all projects carried out by the Ministry of Justice, Local Administration and Public Service of the Andalusian Regional Government.
  • Training and implementation of the new procedural management system in Andalusia @driano, providing support and managing the change in the transition from the current Adriano system to the new work model.
