The enormous changes the market has undergone in recent years with the incorporation of technologies that facilitate data management mean that the most effective organizations are those with a greater capacity to adapt to changes in their context. 3.- Legal coverage
Among all the legislation, there are not only regulations that allow for the implementation of e-government, but also those that mandate it. Therefore, the real problem does not stem from legal coverage, which is ample, but from legal certainty.
This type of security is part of a broader framework, the National Security Framework (related to interoperability, security, cybersecurity, data protection, etc.). This leads us to the next point…
4. Security (regulations, interoperability and systems)
We can distinguish three levels (all of them with the same degree of importance): adaptation regulations, technical interoperability documents, and system security protocols.

6. Change Management

In addition to the organizational and functional aspects, which are more technical and often dictated by company management or the law itself, it's crucial to understand that any change management or improvement process hinges on managing people. Training, informing, empowering, engaging… There are many actions we can take to ensure that the majority of people within the organization embrace the "wanting" and "knowing" that we advocate in points 1 and 2.
The key is to explain things clearly, and the crucial element is understanding the psychological aspects of these processes, in which the organization itself and the people who comprise it undergo an evolution that may be more or less rapid, but is humanly inevitable. Someone has to drive and coordinate the process. We call this leadership. It's not easy, but it's exciting to manage change whose objective is to establish an excellent public service, and in any case, better than the one we inherited.
7. New skills
At this point, we're not just talking about training or learning to work differently or with new tools. We're focusing more on the idea of learning, of developing new skills such as leadership, empathy, assertiveness, and emotional intelligence.
We need to adapt constantly. A good professional today is not the one who knows the theory of their job best, but the one who has a great capacity to solve problems and adapt to the needs of the moment.
8. Redesign of procedures and technical support
Technology should not be, and is not, a problem at all. If the procedures and appropriate training have been in place, starting to use a new tool or a variant of an existing one will be one of the final steps in the process of acquiring, for example, a case management system, an electronic headquarters and registry, an electronic notification system, a transparency portal, an electronic archive, or a tendering platform, among others.
9. Quality of service
