The Ministry of Justice trusts SOLTEL for the digital renewal of Spain's Civil Registries

The Andalusian technology company is piloting the rollout in Andalusia, the Canary Islands, Castilla La Mancha, La Rioja, Ceuta and Melilla

The contract creates 30 new jobs, but Soltel will hire around 100 workers this year for Justice projects.

SOLTEL has begun work on the digital modernization of Spain's Civil Registries. The Ministry of Justice has entrusted the Andalusian technology company with a significant part of this ambitious project, which is managed by the Undersecretariat of Justice through its Division of Technologies and Digital Public Services. The nationwide project has been divided into four phases, and SOLTEL is responsible for Phase 2, which covers the Autonomous Communities of Andalusia, the Canary Islands, Castilla-La Mancha, La Rioja, Murcia, and the Autonomous Cities of Ceuta and Melilla. The project's budget exceeds €2.5 million.

To meet the demands of this contract, SOLTEL has already begun increasing its staff, estimating that the Ministry's commission will require 30 additional employees dedicated exclusively to this task. But these won't be the only new hires at the Andalusian technology company. Throughout 2022, SOLTEL plans to further expand its workforce for projects related to the justice system, bringing the total number of new employees to nearly one hundred.

Single computer system

In the Civil Registry project, the work to be carried out is aimed at ensuring that the Administration of Justice achieves that all Civil Registry offices use the same computer systems and applications with a system called DICIREG that implements the mechanisms for processing procedures, making entries and issuing certificates.

The service subject to contracting is the set of organizational and technical tasks necessary to plan the pilot phase prior to the start-up of the office deployment units defined between the Ministry and the Autonomous Communities, manage the effective implementation of the same and provide functional and technical support to the new users during this period, collaborate in the administrative tasks of start-up and, where appropriate, provide on-site support to those offices that by their nature require it after their commissioning.

Regarding the timeline, the deployment of resources under the contract is expected to be completed during the first half of this year, in descending order of population, in the remaining Judicial Districts whose General Office originates from a single Civil Registry. Starting in the second half of the contract period and continuing throughout 2023, the deployment will be undertaken in the remaining 415 Judicial Districts whose General Office originates from a Municipal Civil Registry, with the following plan for deploying offices every six months of the contract period.

In general terms, the administration aims to guarantee access to civil registries for all citizens, with a network of offices equipped with electronic services and adequately distributed throughout the country to provide the necessary proximity to users of the registry service. It also seeks to leverage the experience of public employees and facilitate their adaptation to the new Civil Registry model, as well as to foster coordination among the different public administrations.
