SOLTEL will carry out the Electronic Administration Application Development Service for the Ministry of Agriculture, Fisheries, Water and Rural Development

Our company, Soltel, has been selected to lead the electronic administration application development service for the Ministry of Agriculture, Fisheries, Water and Rural Development in Seville. This contract, framed within article 17 of the LCSP, has as its main objective the provision of services that we will see throughout this article.

 

Services requested by the Ministry

As we mentioned at the beginning of this article, to meet the objectives of this file, Soltel will organize the work aimed at providing these services:

  • Iteration or sprint management (SF_ITE): this service allows an Information System to evolve/increase.
  • Development of the new information system (SF_NDS): for the construction of an information system or application. The output will be the high-level planning, the system architecture, and the requirements analysis for sprint 0.
  • Sprint Analysis (SF_REQ): it deals with the detailed specification of user stories, with their corresponding effort estimate, for a specific sprint.
  • Technology consulting (SF_COT): it involves the analysis of technological prospecting tools and tasks, the study of development standards, architectures, etc.
  • Warranty Repair (SF_GAR): this includes all work to resolve a problem or error when it is considered to have resulted from malpractice by the contracting company.
  • Technical Support (SF_SOT): this encompasses all technical tasks required for the project that are not typically handled by a consultancy. It includes graphic design work external to the development team, training, specialized tool support, and more.
  • System Registration (SF_ALT): Service to register an existing system or application in the software factory. Includes all tasks to take control of the system's development.
  • System Deactivation (SF_BAJ): Service to decommission an existing system or application in the software factory. Includes transfer to another development provider if necessary.
  • Activities for the correct management of the service (SF_GES): This includes tasks such as continuous service improvement, capacity management, monitoring of the technical and economic project, preparation for and attendance at meetings of the various committees, etc.
  • Delivery Management (SF_EVE): will be executed when the result of a sprint needs to be certified and deployed to production. It includes generating all the necessary documentation, supporting installation in different environments, and performing acceptance testing.
  • Development of a form for electronic administration (SF_ADE): Development of forms in the virtual offices of the Ministry.

 

Requirements for these Application Development services

The above objectives, included in the contract with the Ministry of Agriculture, Fisheries, Water and Rural Development, whose contractor is Soltel Group, they will operate under the following premises:

  1. That allow the agro-industrial sector to benefit from them, through the access to information from computers and mobile devices, online processing of applications, reduction of processing times for files, etc.
  2. That comply with all current regulations that has an impact on application development, among others:
    • National Security Scheme.
    • National Interoperability Framework.
    • New Common Administrative Procedure Law.
    • Data Protection Law.
    • CAPADR's internal regulations related to compliance with ISO 27001.
  1. That, from their very conception, they are developed applying good practices for the secure application development.
  2. That shows development taking into account that they will be used by a large number of users simultaneously., especially those parts of it that are accessible to citizens and the agro-industrial sector, so they must be specially optimized for high-traffic scenarios.
  3. That they are integrated with as many information systems as possible in order to process simplification, the automation of the same, the improvement of the efficiency and of the effectiveness.
  4. That they are properly designed so that the access and manipulation of large volumes of data does not cause the application to malfunction, such as slow access, memory management problems, etc.

Furthermore, all applications developed will be built based on the integration of horizontal modules that cover the various functionalities required of the system (User Management, GIS, BI, Document Management, Corporate Identity, etc.). These modules developed for the applications will be sufficient flexible for use in other systems of the Ministry.

 

Main actors of the service

All activities included in this contract, which fall within the IT service, specifically in the area of ​​development and maintenance of information systems, the following main actors will be involved in providing the service:

  • Software Development and Maintenance Area, who will act as the director of the work on the file, will assign the tasks, monitor them and define the priorities within the activities of the factory.
  • Functional users (and subject directors), understood as the technicians of the General Directorate of Fisheries and Aquaculture, who define the functional requirements of the systems.
  • IT technical directors: Those who belong to the development and maintenance area and are responsible for directing information systems development projects. They approve the estimates and deliverables resulting from the assignments to the development service.
  • Quality Office: is responsible for validating project deliverables and coordinating the transition to system operation.
  • Systems and Operations Area: The relationship with this area focuses on two aspects: first, during the development and implementation of the applications, they must monitor the needs and problems that arise related to the basic hardware and software infrastructure; and second, in the operation phase, they must receive the incidents of the applications that are assigned to them and make the appropriate corrections.
