Soltel has been awarded contract CONTR 2025/411204 for the development and upgrade of information systems for the Directorate General of Fisheries, Aquaculture, and Blue Economy of the Regional Government of Andalusia. This is a long-term strategic contract aimed at modernizing the technological tools that support the Andalusian fishing fleet, license management, control systems, and the processing of aid applications for the sector.
The project will be developed using an agile software factory model and is funded by the European Maritime, Fisheries and Aquaculture Fund (EMFF), co-financed 70% by the European Union. The contract has a 24-month implementation period, from September 2026 to August 2028, with the possibility of a 24-month extension. The base bid price is €1,234,284.45 excluding VAT, and €1,493,484.18 including VAT, while the total estimated contract value reaches €2,715,425.79, taking into account potential extensions and modifications.
The service falls under CPV code 72000000-5, corresponding to IT consulting, software development, internet, and support services. The contract was awarded through an open procedure, with standard processing and fully electronic bidding. Its purpose is the development and improvement of the information systems of the Directorate General for Fisheries, Aquaculture, and the Blue Economy, an agency under the Regional Ministry of Agriculture, Fisheries, Water, and Rural Development of the Andalusian Regional Government.
The initiative will advance the digital transformation of the Andalusian fishing sector by evolving and modernizing critical systems such as SLSEPA, IDAPES, CENSO, and APESCAR, considered the technological core for managing the fleet, catches, censuses, and fishing licenses. It will also consolidate a fully digital administration through the integration and evolution of different platforms, including strategic migrations such as LIPE to APESCAR and PIP to CINTA.
Among the planned actions, the development of a new mobile application for locating the fishing fleet using Bluetooth Low Energy (BLE) beacons stands out, as well as its integration with the state system APLIFEMPA, reinforcing the control, traceability and efficient management of fishing activity.
From a technological standpoint, the project envisions a modern architecture based on Angular and PrimeNG technologies for the front-end and Spring and Spring Cloud for the back-end. The infrastructure will be supported by private Microsoft Azure environments, utilizing solutions such as Azure Data Lake and Azure SQL Database, as well as data analysis and exploitation tools like Pentaho and Power BI.
The execution of the contract will require high standards of security and quality, guaranteeing compliance with the National Security Framework at the HIGH level for external services, as well as the requirements established by ISO 27001 and the General Data Protection Regulation (GDPR). The work model will be based on agile methodologies organized by sprints, including particularly demanding Service Level Agreements, with resolution of critical incidents within a maximum of two days and an initial transition phase to ensure the continuity of existing services.
The electronic administration of the Andalusian fishing sector is currently facing the challenge of adapting to a new generation of more integrated, agile systems aligned with European and national regulations regarding control, traceability, and aid management. With this contract, SOLTEL reinforces its commitment to the digital transformation of public administrations, providing specialized teams, agile methodologies, and advanced technological solutions that will contribute to a more modern, efficient, and connected Andalusian Regional Government, better aligned with the needs of its fishing sector.
