{"id":9073,"date":"2021-12-27T10:24:28","date_gmt":"2021-12-27T10:24:28","guid":{"rendered":"https:\/\/www.soltel.es\/?p=4489"},"modified":"2025-08-14T14:52:03","modified_gmt":"2025-08-14T14:52:03","slug":"pm2-la-metodologia-de-direccion-de-proyectos-de-la-union-europea","status":"publish","type":"post","link":"https:\/\/www.soltel.es\/en\/pm2-la-metodologia-de-direccion-de-proyectos-de-la-union-europea\/","title":{"rendered":"PM\u00b2, the European Union's Project Management methodology"},"content":{"rendered":"<p style=\"text-align: justify;\"><em>\u201cPM\u00b2 is a project management methodology developed and maintained by the European Commission whose objective is to facilitate the effective management of projects by project teams and to provide solutions and benefits to their organizations and stakeholders.\u201d<\/em><\/p>\n<p style=\"text-align: justify;\">By <strong>Jes\u00fas Chica C\u00e1ceres<\/strong><\/p>\n<p style=\"text-align: justify;\">The definition is quite similar to PMBOK\u00ae, but in contrast to the latter, which contains a set of good practices, PM\u00b2 proposes a <strong>methodology<\/strong> for Project Management, which is very good news for those of us who work in this exciting discipline.<\/p>\n<p style=\"text-align: justify;\">The methodology provides valuable and distinctive resources such as the governance structure of a project (roles and responsibilities), process guidelines, artifacts (templates and guides) with a simple and agile approach.<\/p>\n<p style=\"text-align: justify;\">Another relevant feature is that PM\u00b2 is <strong>Open Source<\/strong>, applying the European Commission decision of 12\/12\/2011 (2011\/833\/EU) on \u201cthe reuse of Commission documents to promote their accessibility and reuse\u201d. As an example, the methodology itself can be downloaded and includes 27 editable templates that can be customized for our projects; these are available at <a href=\"https:\/\/www.pm2alliance.eu\/the-pm2-artefacts\/\" target=\"_blank\" rel=\"noopener\">https:\/\/www.pm2alliance.eu\/the-pm2-artefacts\/<\/a>It also has 6 useful checklists for the different phases of projects.<\/p>\n<p style=\"text-align: justify;\">On the other hand, the methodology is <strong>simple<\/strong> and easy to read, it gets straight to the point without complex techniques or descriptions, using very accessible language.<\/p>\n<p style=\"text-align: justify;\">The similarities with PMBOK\u00ae are many; the life cycle of a project is illustrated in the image above, which is very familiar, but in which the main actors (Project Drivers) and the milestones to change phase (Phase Gates) are highlighted:<\/p>\n<p style=\"text-align: justify;\">Finally, the purpose of PM\u00b2 is to establish it as a common project management methodology for all European institutions, Member States, contractors, and citizens. This objective implies that, for projects funded with European funds, the use of PM\u00b2 will eventually be required as a justification for these projects.<\/p>\n<p style=\"text-align: justify;\">The COVID-19 recovery plan for Europe is being implemented through the NextGenerationEU funds, with a budget of over \u20ac800 billion, of which \u20ac69.5 million is earmarked for Spain.
