This contract, framed within article 17 of the LCSP, has as its main objective the provision of services that we will see throughout this article.<\/p>\n<p>&nbsp;<\/p>\n<h2>Services requested by the Ministry<\/h2>\n<p>As we mentioned at the beginning of this article, to meet the objectives of this file, Soltel will organize the work aimed at providing these services:<\/p>\n<ul>\n<li><strong>Iteration or sprint management (SF_ITE):<\/strong> this service allows an Information System to evolve\/increase.<\/li>\n<li><strong>Development of the new information system (SF_NDS):<\/strong> for the construction of an information system or application. The output will be the high-level planning, the system architecture, and the requirements analysis for sprint 0.<\/li>\n<li><strong>Sprint Analysis (SF_REQ):<\/strong> it deals with the detailed specification of user stories, with their corresponding effort estimate, for a specific sprint.<\/li>\n<li><strong>Technology consulting (SF_COT):<\/strong> it involves the analysis of technological prospecting tools and tasks, the study of development standards, architectures, etc.<\/li>\n<li><strong>Warranty Repair (SF_GAR):<\/strong> this includes all work to resolve a problem or error when it is considered to have resulted from malpractice by the contracting company.<\/li>\n<li><strong>Technical Support (SF_SOT):<\/strong> this encompasses all technical tasks required for the project that are not typically handled by a consultancy. It includes graphic design work external to the development team, training, specialized tool support, and more.<\/li>\n<li><strong>System Registration (SF_ALT):<\/strong> Service to register an existing system or application in the software factory. Includes all tasks to take control of the system's development.<\/li>\n<li><strong>System Deactivation (SF_BAJ):<\/strong> Service to decommission an existing system or application in the software factory. Includes transfer to another development provider if necessary.<\/li>\n<li><strong>Activities for the correct management of the service (SF_GES):<\/strong> This includes tasks such as continuous service improvement, capacity management, monitoring of the technical and economic project, preparation for and attendance at meetings of the various committees, etc.<\/li>\n<li><strong>Delivery Management (SF_EVE):<\/strong> will be executed when the result of a sprint needs to be certified and deployed to production. It includes generating all the necessary documentation, supporting installation in different environments, and performing acceptance testing.<\/li>\n<li><strong>Development of a form for electronic administration (SF_ADE):<\/strong> Development of forms in the virtual offices of the Ministry.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2>Requirements for these Application Development services<\/h2>\n<p>The above objectives, included in the contract with the Ministry of Agriculture, Fisheries, Water and Rural Development, whose contractor is <a href=\"http:\/\/www.soltel.es\/en\/\">Soltel Group<\/a>, they will operate under the following premises:<\/p>\n<ol>\n<li>That allow the agro-industrial sector to benefit from them, through the <strong>access to information<\/strong> from computers and mobile devices, online processing of applications, reduction of processing times for files, etc.<\/li>\n<li>That <strong>comply with all current regulations<\/strong> that has an impact on application development, among others:<\/li>\n<\/ol>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>National Security Scheme.<\/li>\n<li>National Interoperability Framework.<\/li>\n<li>New Common Administrative Procedure Law.<\/li>\n<li>Data Protection Law.<\/li>\n<li>CAPADR's internal regulations related to compliance with ISO 27001.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ol start=\"3\">\n<li>That, from their very conception, they are developed applying good practices for the <strong>secure application development<\/strong>.<\/li>\n<li>That shows development taking into account that <strong>they will be used by a large number of users simultaneously.<\/strong>, especially those parts of it that are accessible to citizens and the agro-industrial sector, so they must be specially optimized for high-traffic scenarios.<\/li>\n<li>That they are integrated with as many information systems as possible in order to <strong>process simplification<\/strong>, the <strong>automation<\/strong> of the same, the improvement of the <strong>efficiency<\/strong> and of the <strong>effectiveness<\/strong>.<\/li>\n<li>That they are properly designed so that the<strong> access and manipulation of large volumes of data<\/strong> does not cause the application to malfunction, such as slow access, memory management problems, etc.<\/li>\n<\/ol>\n<p>Furthermore, all applications developed will be built based on the <strong>integration of horizontal modules<\/strong> that cover the various functionalities required of the system (User Management, GIS, BI, Document Management, Corporate Identity, etc.). These modules developed for the applications will be sufficient <strong>flexible<\/strong> for use in other systems of the Ministry.<\/p>\n<p>&nbsp;<\/p>\n<h2>Main actors of the service<\/h2>\n<p>All activities included in this contract, which fall within the <strong>IT service<\/strong>, specifically in the area of \u200b\u200bdevelopment and maintenance of information systems, the following main actors will be involved in providing the service:<\/p>\n<ul>\n<li><strong>Software Development and Maintenance Area<\/strong>, who will act as the director of the work on the file, will assign the tasks, monitor them and define the priorities within the activities of the factory.<\/li>\n<li><strong>Functional users (and subject directors)<\/strong>, understood as the technicians of the General Directorate of Fisheries and Aquaculture, who define the functional requirements of the systems.<\/li>\n<li><strong>IT technical directors<\/strong>: Those who belong to the development and maintenance area and are responsible for directing information systems development projects.
