{"id":7640,"date":"2023-03-30T14:29:22","date_gmt":"2023-03-30T14:29:22","guid":{"rendered":"https:\/\/www.soltel.es\/?p=5075"},"modified":"2025-08-13T10:21:07","modified_gmt":"2025-08-13T10:21:07","slug":"gobierno-y-estrategia-de-datos","status":"publish","type":"post","link":"https:\/\/www.soltel.es\/en\/gobierno-y-estrategia-de-datos\/","title":{"rendered":"Governance and Data Strategy"},"content":{"rendered":"<h2 class=\"wp-block-heading\">Key aspects for its implementation in any company or organization<\/h2>\r\n\r\n\r\n\r\n<p>The value of data is a key element in the strategy of any company or organization, and most of them are already aware of this, since its control, visualization, analysis, interpretation and prediction is what makes the difference and provides a competitive advantage.<\/p>\r\n\r\n\r\n\r\n<p><strong>Gartner predicts that, by 2025, 80% of companies attempting to scale their digital business will fail because they do not adopt a modern approach to data governance and analytics.<\/strong>.<\/p>\r\n\r\n\r\n\r\n<p>Companies face the challenge of managing and utilizing an ever-increasing quantity and variety of information. This is driven primarily by digitalization, the Internet of Things (IoT), artificial intelligence (AI) systems, virtual reality, social media, call centers, and more, requiring increasingly complex data architectures.<\/p>\r\n\r\n\r\n\r\n<p>We are witnessing significant growth in data management solutions such as data lakes, where we are ingesting large volumes of data of all kinds. It is no longer enough to govern a set of databases, or even the corporate data warehouse. It is necessary to extend governance capabilities to other elements such as advanced analytics models deployed in production, dashboards, reporting tools, user experience, and so on. This includes controlling their lifecycles, ensuring interoperability, and even considering aspects such as data ethics.<\/p>\r\n\r\n\r\n\r\n<p>Managing this data explosion through governance initiatives is becoming increasingly essential. In some cases, this even necessitates the creation of a new organizational unit, such as a Data Office, or the establishment of new roles like Chief Data Officer (CDO).<\/p>\r\n\r\n\r\n\r\n<p><strong><em>If we want to become a truly 'data-driven' company and create value for our business from data, having a good data strategy and governance are key aspects.<\/em><\/strong><\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\">How can we make data an asset for the company?<\/h2>\r\n\r\n\r\n\r\n<p>To turn data into a strategic asset, you need:<\/p>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\">\r\n<li>Eliminate information silos.<\/li>\r\n\r\n\r\n\r\n<li>Improve data quality.<\/li>\r\n\r\n\r\n\r\n<li>Improve accessibility to these.<\/li>\r\n\r\n\r\n\r\n<li>Facilitate integration and interoperability.<\/li>\r\n\r\n\r\n\r\n<li>Reduce risks in use and transfer to third parties.<\/li>\r\n\r\n\r\n\r\n<li>Leverage the capabilities of advanced analytics.<\/li>\r\n\r\n\r\n\r\n<li>Optimize and automate processes.<\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\">How should we understand and implement good Data Governance?<\/h2>\r\n\r\n\r\n\r\n<p>Data governance is defined as a set of methodologies, processes, standards, and roles that provide greater control over the creation, management, maintenance, storage, use, and exchange of data used in a company or organization. It ensures the effective and efficient use of information, helping the organization achieve its objectives.<\/p>\r\n\r\n\r\n\r\n<p>Data Governance is what stipulates and regulates <strong>who<\/strong> can take <strong>what<\/strong> measures, <strong>with what<\/strong> data, <strong>in what<\/strong> situations, <strong>so that<\/strong> and <strong>with what<\/strong> methods.<\/p>\r\n\r\n\r\n\r\n<p>In any case, one of the biggest challenges is adapting the Data Governance framework to the organizational context and introducing it as an accelerator of other business initiatives aligned with the strategy, and never as an impediment. We can take as a reference <strong>frameworks<\/strong> known in the sector, such as those of <strong>DAMA o DCAM<\/strong>.<\/p>\r\n\r\n\r\n<div class=\"wp-block-image\">\r\n<figure class=\"aligncenter size-full\"><a href=\"https:\/\/www.dama.org\/cpages\/dmbok-2-wheel-images\"><img loading=\"lazy\" decoding=\"async\" width=\"253\" height=\"250\" class=\"wp-image-5076\" src=\"https:\/\/www.soltel.es\/wp-content\/uploads\/2023\/03\/data-gobernance.jpg\" alt=\"Gobierno y estrategia de datos\" \/><\/a>\r\n<figcaption class=\"wp-element-caption\">\u00a0<br \/>Source: DAMA-DMBOK2 Data Management Reference Framework (The DAMA wheel)<\/figcaption>\r\n<\/figure>\r\n<\/div>\r\n\r\n\r\n<p>The Data Governance function (<strong>Data Governance<\/strong>) guides the rest of the Data Management functions (<strong>Data Management<\/strong>) establishing a distinction between supervision and execution.<\/p>\r\n\r\n\r\n\r\n<p>While the purpose of data management in general is to ensure that an organization derives value from its data, Data Governance focuses on how decisions are made about data and how people and processes are expected to behave in relation to data.<\/p>\r\n\r\n\r\n<div class=\"wp-block-image\">\r\n<figure class=\"aligncenter size-full is-resized\"><a href=\"https:\/\/www.dama.org\/cpages\/body-of-knowledge\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-5077\" src=\"https:\/\/www.soltel.es\/wp-content\/uploads\/2023\/03\/data-information-and-content-lifecycles.jpg\" alt=\"Data information and content lifecycles\" width=\"490\" height=\"231\" srcset=\"https:\/\/www.soltel.es\/wp-content\/uploads\/2023\/03\/data-information-and-content-lifecycles.jpg 682w, https:\/\/www.soltel.es\/wp-content\/uploads\/2023\/03\/data-information-and-content-lifecycles-300x141.jpg 300w\" sizes=\"auto, (max-width: 490px) 100vw, 490px\" \/><\/a>\r\n<figcaption class=\"wp-element-caption\">Source: DAMA-DMBOK2<\/figcaption>\r\n<\/figure>\r\n<\/div>\r\n\r\n\r\n<p>A data governance strategy should be implemented iteratively as all its phases are developed and approved. Outcomes include:<\/p>\r\n\r\n\r\n\r\n<ol class=\"wp-block-list\">\r\n<li><strong>Charter or articles of incorporation<\/strong>.\r\n<ul class=\"wp-block-list\">\r\n<li>Identify the business motivators, vision, mission, and data governance principles, including the diagnosis of organizational readiness, the discovery of internal processes, and current problems or success criteria.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\r\n\r\n\r\n<li><strong>Operational framework and responsibilities<\/strong>:\r\n<ul class=\"wp-block-list\">\r\n<li>Define the structure and responsibility of data governance activities.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\r\n\r\n\r\n<li><strong>Roadmap for implementation<\/strong>:\r\n<ul class=\"wp-block-list\">\r\n<li>Timelines for the implementation of policies and guidelines, business glossary, architecture, asset valuation, standards and procedures, expected changes in business processes and technology, and deliverables to support audit activities and regulatory compliance.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\r\n\r\n\r\n<li><strong>Plan for operational success<\/strong>:\r\n<ul class=\"wp-block-list\">\r\n<li>Describe an expected state for sustainable data governance activities.<\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ol>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\">What should a Data Governance program include according to DAMA?<\/h2>\r\n\r\n\r\n\r\n<p>According to the DAMA organization in its DMBOK2 (Data Management Body of Knowledge), the scope and focus of a specific data governance program will depend on the needs of the organization, but most programs should include:<\/p>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\">\r\n<li><strong>Strategy<\/strong>: Define, communicate and drive the execution of the data strategy and data governance.<\/li>\r\n\r\n\r\n\r\n<li><strong>Policy:<\/strong> Establishment and application of policies related to the management, access, use, security and quality of data and metadata.<\/li>\r\n\r\n\r\n\r\n<li><strong>Standards and quality<\/strong>: Establishment and application of quality standards and data architecture.<\/li>\r\n\r\n\r\n\r\n<li><strong>Supervision<\/strong>: Practical observation, auditing and correction in key areas of quality, policy and data management.<\/li>\r\n\r\n\r\n\r\n<li><strong>Compliance<\/strong>: Ensure that the organization can meet regulatory requirements related to data.<\/li>\r\n\r\n\r\n\r\n<li><strong>Incident Management<\/strong>: Identify, define, escalate and resolve problems related to data security, data access, data quality, regulatory compliance, data ownership, policy, standards, terminology or data management procedures.<\/li>\r\n\r\n\r\n\r\n<li><strong>Data management projects<\/strong>: Sponsorship of initiatives to improve data management practices.<\/li>\r\n\r\n\r\n\r\n<li><strong>Valuation of data assets<\/strong>: Establish standards and processes to consistently define the business value of data assets.<\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\">Data Sharing, the Spanish Government's Data Office and the European Data Strategy<\/h2>\r\n\r\n\r\n\r\n<p>One concept that is gaining increasing importance is 'Data Sharing'. This involves implementing strategies aimed at sharing both internal data, between different areas of organizations, and external data. <strong>Sharing data between companies within the same group or between departments, and being able to integrate external data, creates the opportunity to implement lines of action in our strategy with greater impact.<\/strong> Regarding competitors, suppliers, customers, and\/or agents, this allows us to make decisions with the best possible information, even enabling us to identify new lines of business.<\/p>\r\n\r\n\r\n\r\n<p>The creation of the government's Data Office in 2020 has given a significant boost to this effort. The Data Office, under the State Secretariat for Digitalization and Artificial Intelligence, was established with the mission of revitalizing the management, sharing, and use of data across the various productive sectors of the Spanish economy and society. It aims to address the main challenges and obstacles surrounding the emerging Data Economy, leveraging current European political and regulatory frameworks for data governance and exploitation.<\/p>\r\n\r\n\r\n\r\n<p>In this sense, the scope of action of the Data Office is firmly aligned with the guidelines and actions defined in the <strong>European Strategy for Data<\/strong> (European Commission, Feb 2020) and works on the prescription and adoption of different governance models, standards and good practices.<\/p>\r\n\r\n\r\n\r\n<p>A key pillar of the European Data Strategy is the Data Governance Law, which will support the creation and development of common European data spaces in strategic areas, with the participation of public and private stakeholders, in sectors such as health, environment, energy, agriculture, mobility, finance, manufacturing, public administration, and qualifications.<\/p>\r\n\r\n\r\n\r\n<p>The Data Governance Act came into force on June 23, 2022 and, after a 15-month grace period, will be applicable from September 2023.<\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\">Conclusions<\/h2>\r\n\r\n\r\n\r\n<p>Any organization or company that considers data-driven decision-making should implement a data governance program to ensure that its business processes provide the correct data and that decisions are made with accurate, timely, and valid data.<\/p>\r\n\r\n\r\n\r\n<p>Without well-controlled data, decisions made will be wrong and could lead to losses in revenue, market share, reputational prestige, fines for regulatory non-compliance, etc.<\/p>\r\n\r\n\r\n\r\n<p>Two important aspects to consider in a Data Governance program are, on the one hand, the management of organizational change and, on the other hand, being able to measure progress through the implementation of metrics that show how the implemented initiatives have added value to the business and to what extent the established objectives are being achieved.<\/p>\r\n\r\n\r\n\r\n<p>Helping people across the organization speak the same data language is fundamental to establishing a data-driven culture.<\/p>","protected":false},"excerpt":{"rendered":"<p>Key aspects for its implementation in any company or organization: The value of data is a key element in the strategy of any company or organization, and most are already aware of this, since its control, visualization, analysis, interpretation, and prediction are what make the difference and what provide\u2026<\/p>","protected":false},"author":8,"featured_media":9493,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[172,138],"tags":[205,207],"class_list":["post-7640","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-data-analytics","category-blog","tag-data","tag-estrategia-de-datos"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.6 -
